Generally, Osaka Aquarium is considered superior to Tokyo Sea Life Park, but for dedicated enthusiasts, Tokyo Sea Life Park offers more to see than Osaka Aquarium.

Osaka Aquarium is an awful visitor experience. I would never go back there and wouldn't recommend it to anyone either. Tokyo Sea Life Park, on the other hand, was a great aquarium with little wrong with it (basically just the usual "tanks could be bigger" rather than "the tanks could barely be any smaller").
