Knowing Frankfurt's standards generally, I am not surprised to hear that. It does look very good from all the photos I have seen. Whereas Leipzig's Pongoland has a lot of grotto-style concrete in the outdoors, which IMO is rather outdated.
I don't keep up to date with European zoo buildings: when was this constructed? Is it brand new? It certainly looks a million times better than their old ape house!
