The penguins here are certainly offered plenty of space! It may not be aesthetically pleasing to some, but it's certainly much better than many penguin enclosures that come to mind.
@Mr.Ivory the grass isn't included on purpose. If you check this picture which is taken on a later date, then you can see that the grass in this picture has been removed.
