Absolutely yes. I'm not over keen on ranking things, but this would probably be a top-5 zoo for me (certainly top 10). Probably not quite as overall high-quality as Prague, but given Prague has reasonable claim on being the best in Europe that's not much of a criticism. I'd place it well above Dvur. Not done Liberec yet (ask me again in September).
My Czech vocab is minimal at best but it's never been a problem, but it's worth having a decent phrasebook in your bag just in case! One of my proudest language moments was managing to remember enough Czech to ask for one guide in English and one in Czech at Dvur! ("jedna cesky, jedna anglicky" was what I said if I recall).
