That electric fencing looks awfully low. Do you remember if it was blocking access for the bear to get down to its moat area or maybe the next bear paddock?
It is actually what separates the sloth bear side of the yard from the spectacled bear side of the yard. While it is kind of ugly, it is at least the most unique barrier system I have seen. Creative way to avoid having to build a large and obtrusive wall or fence.
