It's hard for me to look at this photo and imagine that a massive carnivore is being held via that fencing, but in truth it's the modern way of maintaining Polar Bears in captivity and the electrified fencing seems to do its job. It just looks shaky to me after seeing so many bears behind substantial grottoes over the years.
