Polar Bear Exhibit

How come some polar bear fences look to be maybe 8-10 feet like this. And some have monstrous barriers like this:

They seem to be much more reasonable in Europe. Is it a AZA vs EAZA guideline thing? Or am I just imagining things? Ive never been to Europe so maybe its all perspective, but Ive noticed a definite trend from the pictures/videos Ive seen...
 
I think that you are correct in that American zoos have far more barriers, far higher fences and much more hotwire surrounding the outside of zoo exhibits than their European counterparts. It probably has something to do with the litigious nature of the U.S., with everyone wanting to sue everyone else for anything! :rolleyes:
