The zoo's new plan is to turn the defunct Polar Shores complex into a home for brown bears, although in reality it is a trade-off between a couple of cement-filled exhibits.
I assume the brown line is the water mark of the pool? It looks like there would be quite a lot of space if they leave that unfilled. With some soil and/or other substrate put down it could be rather good, although it actually looks much more suited to some alpine species. Maybe ibex and marmots or even baboons would be a better fit.
Is the fence on the top right guarding a moat to a separate exhibit?

There used to be Polar Bears and Harbour Seals here and the fence-line would have helped to differentiate between the enclosures. There is a lot more space available and at one time this complex (before the zoo was seriously flooded) was supposedly above average.
