Yes it is. For obvious reasons these two animals can't be kept together. i beleive lions also live somewhere in this exhibit.
 
There is a separate lion exhibit that can also be used by these animals but this exhibit could not contain lions. The ditch is not deep or wide enough for the lions to be safely contained.

We prefer the term "moat" to "ditch." :D

Sorry, @FossaDude, I was trying to be funny.

"Moat" is the term used in the "zoo world" for a century, but "ditch" is perfectly accurate. Of course, a moat for a big cat exhibit may be more than 15' deep or so which makes for quite a ditch!
 
The one time I was here, they had wild dogs in one exhibit and hyenas in another exhibit and the lions were off exhibit. Well, actually two male lions were on exhibit in a small glass side yard that is actually meant to display cubs when they have them.

As a cat guy I was a little disappointed, but I got a great spotted hyena shot which was nice, because hyenas are not that common in zoos. They also had striped hyena in the old lion exhibit by the cat building. Maybe the only only zoo in America with two species of hyena on exhibit???

@Arizona Docent- Yes the Dogs and Hyenas can go in the lion's area but the lions can't go in the area above. They will usually put the dogs or hyenas there for half the day to smell out some of the lions sent ( something that they don't usually get to do). The two male lion that are in the side glass and netted exhibit will stay there until the dogs and hyenas are out of the main lions exhibit. Krouger and his family were most likely indoors and will come out later to that smaller exhibit like you said. It is a really complicated system. I wonder how the thought of it. I have also noticed that a lot of times the baby and its mother are in the main lion exhibit and not the smaller nursery one. Odd
