I've been told these look more like juvenile Tibetan toad-headed agamas Phrynocephalus przewalskii than P. vlangalii, so that may be correct instead.
With zoo reptiles especially, unless I can plainly see it is wrong, I tend to go with whatever the label says it is. So if anyone sees anything mislabelled in any of the Asian zoos I've been to then feel free to tell me or make a comment.

I think the animals in your picture here are not Phrynocephalus przewalskii either. They resemble juvenile Phrynocephalus versicolor, a species most easily recognized by the red armpits. The Zootierliste photos seem incorrect too. Beijing has been holding the wrong label on these for a long time.
