No, at least not in Europe, which has a very small population.

It is starting to show some promise with the recent births and additions.
So, perhaps in not too distant future that might change ...
 
As far as I know, there is not a single howler monkey in Japan. I think Black Howler monkeys are more common in captivity; there should be some in the U.S. and Europe.
