From what I've seen on a Dutch zoo-related Facebook page the pandas and otters have moved into the new exhibit I showed a few images before this one a few weeks ago, Mid-December of 2019. I'm not sure what, apart from poor visibility, was wrong with the existing exhibit to require a new one.
