@captain alligator That's a good question. Not only that, but of the 44 zoos on Zootierliste with Red Wolves, almost all of them are in the eastern and southern United States. Point Defiance is one of the very few western U.S. zoos with the species.
Red wolf are all owned by the US Fish & Wildlife Service, as they descend from recaptured wolfs when they were on the edge of extinction in the 1980’s. As such they are managed differently than other species, with the federal government exerting a fair degree of power of the program. I imagine this is why they are only allowed in American zoos, due to the federal ownership and need for frequent transfers.
