Yes, it doesn't look anything like full-grown. My first thought was this that looks more like the kind of tank they're rescued from, not the zoo exhibits they usually end up in!
You're right, that is appalling - definitely one of the worst UK animal exhibits. Ponderosa's racoon cage has to be up there with them too, though. Just wait for my photos.
