This photo only shows a portion of the exhibit as there is a grassy section as well. However, you are right that the enclosure is extremely outdated and the zoo even has a sign up saying that the giraffe habitat will be improved in the future.
The rocky building on the left is almost identical to Melbourne Zoo's giraffe house. It must've been the HEIGHT of giraffe building fashion at one point.
