Plans for a 4th animal attraction (in addition to Singapore Zoo, Night Safari and Jurong BirdPark which are managed by the same organization) have been green-lit from what I've heard.

This proposed "River Safari" will focus on freshwater ecosystems around the world. It will straddle across 2 adjacent plots of land from the existing Zoo and Night Safari (blue line on map) and incorporate the Reservoir, with ferries as a means of transport.

This map shows the existing exhibits at Night Safari that will be torn down soon, not the exhibits for the new River Safari. The species you see in the blue box will be moved to the red box area. The blue box area will become the new River Safari.

Just intended to show the location of the new park in relation to the existing Singapore Zoo and Night Safari.

Does the new River Safari will be open during the day (as a park of its own with own entrance fee) or will it be a part of the Night Safari with additional charge?

Yes it will be run as a separate park with its own entrance fee. It will be a day zoo, but i don't know if it will extend its opening hours till night.
