More likely a Ruddy shelduck (Tadorna ferruginea). South African shelduck should have the head either slaty-grey (males) or blackish with a white mask (females).
@Kakapo Yes but I've not known Ruddy Shelduck to have this neck coloration either. Usually the rusty orange coloration continues up the neck and only stops halfway across the skull.
