It appears to be. Is that the old monorail track visible behind the gate? Looks like the landscape budget was a bit limited here: those three tiny African daisy clumps seem rather like an afterthought!
Yes and Yes, its been in the use for at least a year now. Plants are always an after thought, as they usually just tell the horticulture dept to throw some stuff in. There is much more here that meets the eye, and more plants have been planted in here now. Whether the plants will ever screen the gate out, I don't think that is very likely.
