I'm going to guess that this is an adult Kelp Gull (Larus dominicanus) outside of the breeding season based on location, darkness of the wing coverts, the red spot on the yellow bill, and the leg coverts. It's missing the primaries on the right wing, so I assume that this is a non-releasable rehab bird.
