Wow, another example of San Diego Zoo's "world-class" exhibitry.

Is there meat in the papper? What is the process of enrichment here?

There may be, I don't know. The paper might just be fun for the cat. I know my house-cats love that sort of thing.

This photo must be from the children's area, and while I love the San Diego Zoo I have to admit that this section of the zoo is hugely disappointing.

I actually really like the children's zoo. I know there are still a lot of areas that are original from the time it was built, and need to be updated (spider monkeys & echidna for example), but there are also a lot of great things in there. Like the otter pool, bug house, pygmy marmosets, nursery, racing pigeons, macaws, etc. The serval exhibit was actually just built a few months ago. It's all muddy in the pic because it just rained.
