In chatting with one of the keepers, I learned that the initial plan was to pair Prim with Boomer, as she is the calmer of the two sisters, but Boomer and Tess showed a keen interested in each other through the fence (while Prim was more content alongside her equally calm brother), and so the plan was changed.
