I would hope they're always kept in completely enclosed areas...
The absolute worst zoos I've been to have all been like this one, "rescue" places (whether legit or not) that have signs everywhere.
@TinoPup I feel like a red flag of any of these places is the laminated paper sign stapled on a piece of wood. You never see that in a credible facility.
@TinoPup by completely enclosed area I think they mean an exhibit with a roof in addition to walls. The main bear exhibits, where new bears are eventually moved to, are all multiple acres of natural forest that are open to the sky.
