According to their park’s website visitors can feed the fur seals with tongs over the glass. Was this picture taken whilst kneeling or is the glass really tall?
The "side" viewing is through tall windows (over head height - I just added a picture here: South American Fur Seal enclosure - side window view - ZooChat), but the front is basically the same as the Spotted Seal viewing (seen here: Spotted Seals (Phoca largha) - ZooChat) - you can actually see the top edge of the glass at the top-left corner of the fur seal photo above, although I think the height of the glass above the water level is higher in the fur seal viewing than in the Spotted Seal viewing.
If there was something to stand on you'd be able to feed them over the glass I suppose.
However, from memory, there is also a platform to one side of the Spotted Seal pool (the wooden beams at the left of that photo), so I guess they may have swapped the animals between the two enclosures and the platform may be where the feeding will be taking place.
