Presumably it housed another species before becoming a tortoise exhibit, one that required more secure housing. Either that or they are really worried about tortoises thieves?
This area used to be the Big Cat House and now is home to exhibits for species such as Ocelot, Eurasian Lynx, Red Fox and Spur-thighed Tortoise. How times have changed!
