The pale iris plus the white feathers on the edges of the wings makes it a woodpigeon. This is likely a young bird who hasn't yet developed the white neck patch which adult woodpigeons have.
 
I think this might be a Columba oenas x Columba palumbus hybrid.

The bright necklace and bright bill are typical for an adult dove. A juvenile wood pigeon looks different.
But the missing white necklace and the presence of the banded wing are characteristics for a stock dove.
 
It would be fascinating if the bird is indeed a hybrid as I'm not aware of any ever being recorded be that in the wild or captivity. It would explain the mix of physical traits present in this individual.
