I recognise it as one of the Celebes/Sulawesi halfbeaks Nomorhamphus. I am familiar with N. ebrarti which is rather different, so I looked on ZTL and saw Duisburg has Nomorhamphus rex and the photo looks like this (long body, bright red dorsal and caudal plus a long straight red lower jaw). QED
