I think they are just splitting the exhibit in two (It will still be the same size or larger, just two seperate exhibits) with a glass walkway for the tigers to get from there holding area to the exhibit going over the visitors heads
There also improving the viewing by adding glass panels and adding some more species (binturong, birds)
There will also be an overlook of the asian field exhibits I think
It looks like they are actually building an entirely new complex a little to the south of this (near where the suspension bridge is) I could be wrong but that's my interpretation of the data.
I think Ituri is right. I looked at the artist's sketch on the website and that's how it looks (assuming the long bridge at the back of the sketch is the old monorail bridge over the lion and tiger exhibits). Plus the current tiger exhibit is so far below the path and has such a steep hillside that it would be hard to put the visitors path down there.
So if there will be an entirely new exhibit in front of the current tiger valley, what will happen to it I wonder? Personally I would like to see them use both areas for tigers. Just as I liked it when they still had lions in the old huge lion valley next to tigers as well as the new Lion Camp. Sadly, the old lion exhibit is now empty.
Space-wise and shaded area near the off-exhibit area yes, but the viewing is just awful and parts of the exhibit are run down and look like someone's backyard. Like drainage pipes and such.
