Would it be possible to touch the little monkeys through the wire? I'm surprised that there isn't another type of barrier, but this is a German zoo and human-animal contact is much more lenient in Europe than it is in Canada or the U.S. It makes for a cool visitor experience, and while this tamarin enclosure is simply a cage it is probably excellent for the species kept within it. Loads of climbing structures, and a lush environment that also offers many hiding places.
