I'm sure they have plans to bring back giraffes but I remember reading somewhere that their master plan is set in order not which ever they think they can get the funds for. So if giraffes are part of some plan who knows when they'll be back.
Well I found this on the zoos website but I couldn't find it before but I did some searching and this is it.

The National Zoo made a commitment to Asian elephants years ago. It was a very hard decision to find new homes for the giraffes, hippos and rhinos. But the best practices for elephant management have changed and we had to do what was best for the animals by turning their 1930s Elephant House into a state-of-the-art habitat. In its long-term strategic planning, the Zoo does have a vision for bringing back giraffes and rhinos, but not in the immediate future due to funding.
Thanks for that information. Interesting. With major Asia and North America complexes now completed it would make sense for the zoo to overhaul its Africa section at some point. Giraffes and an African rhino species would be a natural anchor for such a project like the pandas and elephants are for Asia and the sea lions for North America.
