If you open up the full-sized image, you can see that The Rules themselves are actually pretty reasonable - they're just a bit too in-your-face.
As you say Maguari not unreasonable requests if a little on the common sense side, I wonder if they think the valencians (?) aren't used to animals and need to be told continually how to behave.
Unfortunately not just the valencian people are not educated, tourists in many occasions has taken photos with flash or knocking the glass too. But I agree with the lack of (a bit most accurate ) information about the animals what you can see in the burrow.
Unfortunately it was in Valencia that I saw someone (an adult male by himself) throw soil at a giraffe's face to get its reaction. There is a high path which is at the level of the giraffe's head, and the animal was only about 2m away.
