It is very unusual to be able to see elephants, rhinos and tapirs in an outdoor exhibit through glass, but as can be seen in this photo there is a steep cement embankment that prohibits the swimming animals from coming directly up to the viewing windows. There certainly is not a lack of water in this $50 million complex as apparently there is 1.1 million gallons combined throughout the many pools in Toyota Elephant Passage.
