The Tuatarium is part of the Southland Museum in Invercargill's Queens Park. The museum itself has been closed permanently due to earthquake issues, but the Tuatara can still be viewed from outside through the windows. The museum building is a white pyramid, which is why the upper background of the photo appears to be blank.
