No explanatory sign given so this might be its temporary appearance. Perhaps trees wrapped to protect them from frost? Any better suggestions?

it is called komo-maki in Japanese, and it is for pest control rather than cold. In the winter the insect pests drop to the ground and survive under the litter or soil. When the trees are wrapped in autumn the larvae instead get trapped inside the straw matting, and in spring it is removed and burned.
