This might be a White-tipped Dove, but I think it's more likely to be a Laughing Dove (aka Senegal Dove or Palm Dove) (Spilopelia senegalensis) based on the markings on its chest and the gray plumage on the leading edge of its wing.

There was a sign saying White-tipped dove (Leptotila verreauxi decipiens). But it really looks more like Laughing dove though. There were more birds not perfectly visible, one of them could be Laughing dove, though without any signage.
