I hate to disappoint you, but it is nothing special. It is little more than a small, gazebo-like set of cages; all it has is a few Canaries, Budgerigars, Zebra Finches, Cockatiels, Indian Ringnecks and Rosy-faced Lovebirds, plus a lone Turquoisine and a lone Barraband. The signwork indicates that it once held California Quail as well. There are also many white Rock Pigeons in the vicinity, which may or may not be connected to the aviary in some way.

Sounds like several such council-run aviaries (Wanganui, Hamilton), although there are some more substantial aviaries (e.g. Dunedin, Palmerston North). Rosy-faced Lovebirds are fairly uncommon in NZ zoos though.
I visited the aviary again recently, and there have been two positive changes. The first is that it has another barraband, which looks to be a juvenile male, so hopefully it will breed with the female in the future. The second is that I'm near-certain that there's been an increase in the number of rosy-faced lovebirds, though I didn't count how many there were the last time I visited.
