This is kinda old, but I think it's worth mentioning that meganisopterans (the group that includes meganeura) lasted well into the Permian

if you read up a bit on how dragonfly respiratory systems work, you might be able to see why. They have an advantage over other insects because of the way they can beat their wings to enhance air-flow through their trachaea. Meganisopterans probably had a similar system. It still requires relatively high oxygen levels.
