Not mentioned in the article - many Bruneians visit Miri Crocodile Farm which has a zoo section including sun bears, civets, binturongs, porcupines, many crocodiles and leopard cats.
I'm not sure if Brunei could support a large zoo, but a zoo somewhat smaller than Lok Kawi may be possible (although Lok Kawi is situated in Kota Kinabalu which does receive a few tourists and has a larger population).
