I agree. I think that as demand increases for horn (while supply is drastically cut), the market for such a product will explode, driving the demand for real rhino horn even higher. Making even fake horn more accessible for the product will inevitably cause more people to want real horn, for uses other than medicine.
As a side note, it will also probably start becoming more difficult to tell the 'real' from the 'fake' as time goes on.
