Flies eating Big cats ears

Hi All ,
I am on a project in Africa .I have had problems with flies eating ears on animals ,but this is just out of control .Ive tried all the usual to unusual treatments .From Garlic ,Vinegar .Carbaryl ,shoo fly ,citronela etc ,etc .
The Tigers spend most of the day in the pools .
Does anyone know of any other products on the market ..Your help would be most welcome .

Bronco-e Equine Fly Spray insecticide and repellent spray is for horses, ponies, foals and their premises. Repels and kills stable flies, horse flies, house flies, face flies, horn flies, deer flies, mosquitoes, lice, fleas, ticks, chiggers and gnats. Bronco-e Equine Fly Spray contains 0.033% prallethrin, 0.50% piperonyl butoxide, and 0.10% permethrin. Citronella scent.

and
a product called Flectron which is a tag that you fit to the animals ear - not sure you could do that though?

We use parasitic wasps at our zoo. This is a great alternative to any drug usage, because it is not invasive at all. I am not sure the status or availability of the parasitic wasps in Africa though, so this may not be an option.
