Good news for silky sharks, mediocre news for swordfish, bad news for other sharks

Oh yeah, I´ve read about this on BBC News few days ago.
BBC News - Protection boosted for tuna, sharks and swordfish

And again, it´s politics, politics, politics.. The article is not mentioning, how the regulations will be enforced.
Overfishing and bycatch is a big problem worldwide and this it a very small step. Lots of marine species are migratory and of course, they don´t know, which seas are safer for them.

"Tuna boats often snare this species by accident; and now, fishermen will have to release them alive." - That's great, but how will it work? Everybody knows that sharks need to swim in order to breathe. If they get stuck in a net, they suffocate. So how are they gonna ensure that they are released back to the water alive?
