Gorillas To Be Protected In New National Park

According to the article:

"gorillas across central Africa, including the western lowland gorillas, face threats from deforestation of their habitat, wars and poachers who hunt them for bushmeat, as well as the spread of the Ebola virus."

How is the creation of a national park going to stop any of this? It's a step in the right direction no doubt, but without armed patrols, this is just a national park on a map.
