You need to post a certain number of posts before uploading any media. The number is not shared publicly by the staff members so that members don't spam post to reach the number required.

I think only the admins can make new sub-forums. If what you meant was make how to your own thread, click on the forum where it belongs and then click "Post New Thread" button in the top left corner and then write your message and you should be good.
