neat.... if I ruled the world I would hold auditions to find my heir, that would be the most entertaining for me.
If i was president of Mexico i would redistribute the wealth of my country , try to combat the daily poverty of the population , nationalize natrual resources and buisnesses to stop the USA tapping the viens of my country and leaving us a third world developing country, and try to combat the issue of drug cartels and corruption. Id try to develop my country along the lines of Costa Rica which is a fine example of a latin american democracy that actually works. But in reality i wouldnt like to be any kind of world leader especially not a leader in my part of the world, too much stress , too much responsibility and any leader with a conscience here in latin america is either deposed in a millitary coup , takes a bullet or quickly becomes prey to a CIA , Washington plot.
I always wonder, why is a country like mexico blaming the us for it's own poverty? I know the US hasn't a clean sheet, but I've always heard mexico could easily be a more prosperous country, if only the government takes it's responsibility and builds up a social grid, which would whipe out the worst poverty in the country. You can't tell me that the US doesn't want a whealthier mexico, because it would stop a lot of drugs and illegal immigrants pouring into the US.

National democratic governments headed by a prime minister/presidet. who meet at the regional diet (like a weight watchers for all the prime ministers and presidents
) the regions are each given a budget everyyear, decided by foz.
Imperial anthem: "we all love foz, hurray!"
Religeon: anything goes
first 10 things I would do (In no particular order):
1) brain wash people through the medium of reality tv i.e. X-factor, pop idol etc
2) adopt a free worldwide education system.
3) initiate conservation efforts for example: any timber business would HAVE to replace the trees, (this would probably drive up prices which would make people search for more affordable sources), 'green' products would be given much much lower taxation, allowing this to be aviable alternative
4) abolish the death penalty...everywhere
5) have a holiday
6) make voting compulsary up until the point where people realise how important it is
7) reduce the number of international passenger flights to essentails. this will drive up prices and encourage inwards investment to tourist regions. this will also reduce pollution (obviously)
8) put a million fozo limit on major sports teams (around a million £)
9) Everyone has to be happy! or else
10) just delete the numbers in various computers to abolish world debt.
