Illegal bear market

With the Euro Cup in Poland and Ukraine this year, there seem to be coming more news from those country's as well. I stumbled upon this video (Dierentuin verhandelt illegaal beren - Buitenland | Het laatste buitenlandse nieuws leest u op Telegraaf.nl [Video's Buitenland]) about a bear cub wich is taken from it's mother in a zoo in Lutsk, to be sold illegaly to be a street artist bear. This still seems to be common in Ukraine. Is there anyone on this forum who's ever been to Ukraine (zoo's) and know anything about this matter?

EDIT: There is more footage on the youtube channel of the 4Pfoten organisation VIER PFOTEN Videokanal - YouTube

Its what you would expect from here. They have no absolutely no respect for animals. Apart from the stress caused to the seperated mother and cub, the enclosure is dreadful and the box hardly big enough to fit the bawling cub into.

But why did they allow filming of such a disturbing scene.? I sincerely hope this organisation can do something about this whole dreadful set-up, more than just getting mother and cub back together.
