Was there a reason for the exclusion of the Hainan Gibbon or do they use different species to raise awareness for others?
Ah, given the report mentions the exclusion of species in the past to draw awareness to other species I assume the latter case.
 
2025 list published. Only a handful in captivity and only one (red ruffed lemur) in
anywhere near sustainable number (and genetic diversity is low)

The Pied Tamarin is present in over 30 collections in Europe, plus 14 in the Americas.
The Colombian Brown Spider Monkey lives in 18 European collections, plus 10 in the Americas and half a dozen in Asia and Oceania.
While not common, both aren't overly rare within zoos.

In many other cases, their absence or near-absence in captive collections is a vulnerability factor, with no backup population and little attention from the public (we may add that most of these 25 species are very poorly known in the wild).
