Mixed species enclosures with marine mammals?

I don't understand what's shocking in this mix.
Dugongs are herbivorous and peaceful, so there wouldn't be any major conflict with the fish.

In Beauval there are many medium to large fish (cichlids, catfishes, arapaimas...) and Amazon river turtles in their tank, plus Pygmy Marmosets, Golden Lion Tamarins and Coppery Titis on the island over the tank.
