New conservation bill in US Congress

A bipartisan (sponsored by Republicans and Democrats) bill called Recovering America's Wildlife Act is currently being considered in the United States Congress. It would use oil and gas revenues to distribute money to individual states for wildlife recovery.

The article is not very detailed and I am unsure if there are ulterior motives. On the surface it all sounds great. But the cynical part of me thinks it might be an underhanded way of weakening the federal Endangered Species Act by transferring power from the federal government to individual states.

It is an effort to reduce the Federal influence on endangered species regulations, leaving more decision making to the states.... which are more beholden to local special interests. It allows Federal funds intended to protect endangered species o be used for conservation education and recreation instead of protection. It is consistent with the general direction on wildlife and natural places of this administration.
 
How is this different from the Land and Water Conservation Fund that was established in 1965 by Congress? In recent history this program's funds keep getting diverted by Congress to other projects.
