Why would you even want an otter as a pet? I mean yeah, sure they are cute as heck, but they - and their bodily secretions - also stink like hell and they can bite pretty badly too. As usual, more human stupidity.
I also really cannot seem to comprehend this animal café thing and while I guess it might just be okay to do something like that with habituated domestic animals, it really should not be allowed to be done with wild animals. Leave the wild animals in the wild or for zoos and responsible private owners, please.
According to the article, there is a little bit of a crackdown on these practices, but as usual with animals and animal trade, there isn't enough crackdown and regulation on unethical practices, unfortunately.
