Polar bear parts are still legal to trade

Very sad.
[Edit: I forgot to add that it makes it hard to swallow that this species is the poster bear for climate change and will supposedly go extinct if we do nothing, yet we are still hunting them.]
How would it be helping them?

CITES does not stop people hunting them, it only prevents (or restricts) international trade in the animal and it's products.

The article said that natives rely on selling the polar bear parts like the pelts as a source if income. Also, big game hunters usually want to ship the pelts or heads back home. CITES could help on both counts.
