if i owned whipsnade zoo
europe

i would move the chimps onto africa and get the rid of the american bison and replace them with some mountain goats or wild sheep then i would extend the european bison enclosure into the old musk ox enclosure .

africa

merge all of africa apart from the hippos meerkats , and the carnivores into one big combined exhibit

asia

extend the gaur enclosure into the rhino enclosure then place some asian buffalo into the asian drive thru

birds

keep bird garden shut and move horatio into the old cheetah enclosure and move the storks and obtain some pelicans and put them into the lake by the cafe where the ducks are
